Ask any seasoned Indian builder what document decides whether a project makes money or loses it, and the answer is almost always the same: the BOQ. The Bill of Quantities is the spine of every construction contract. Get it right, and your billing, costing, and contractor management run smoothly. Get it wrong, and you spend the next 18 months in disputes.

What is a BOQ? A Plain Definition

BOQ stands for Bill of Quantities. In simplest terms, a BOQ is a detailed, line-by-line list of every work item required to complete a construction project — with quantity, unit, rate, and amount for each line.

A typical BOQ for a four-storey residential building in India will run to 200-400 line items. Each line answers four questions: What is the work? How much of it? At what rate? Total amount? Sum the column at the bottom and you have your contract value.

The BOQ is used three ways: at tender stage to invite priced quotations from contractors, during execution to draft RA bills against measured progress, and at handover for final reconciliation.

Why BOQ is the Most Important Document on Site

A vague contract on a piece of paper means everything is up for negotiation later. A clear BOQ pegs every disputed item to a number that both sides agreed to. When the contractor says "the steel is more than estimated", the BOQ says exactly how much steel was contracted, at what rate, for which structural element. The conversation moves from arguments to arithmetic.

For the builder, the BOQ is also the basis for cost control. You measure actuals against BOQ quantities every month. If brickwork on the second floor is 14% over BOQ, that is a red flag — either the design changed and was never priced, or wastage is out of control, or measurement is wrong. Without a BOQ, you have nothing to measure against.

For the contractor, the BOQ is protection against scope creep. If the builder asks for an extra column not in the BOQ, the contractor has a clean basis to ask for additional payment.

The 4 Main Sections of a Construction BOQ

A clean BOQ for a typical Indian building project has four main sections. Some QSs add a fifth section for external development; we treat that as part of civil works for simplicity.

1. Preliminaries

Site setup and indirect costs that are not part of the building itself but are required to deliver it. Items here include: site office and store room, watch and ward, scaffolding hire, water and electricity for construction, mobilisation and demobilisation, insurance, dewatering, temporary roads, and project signage. Preliminaries usually run 4-8% of total project cost.

2. Civil Works

The structural and shell building activities. This section includes: earthwork excavation, anti-termite treatment, PCC in foundations, RCC in foundations, plinth beams, columns, beams, slabs, lintels, masonry (brickwork or block work), internal and external plaster, waterproofing, and structural steel where applicable. Civil works are typically 45-55% of project cost.

3. Finishing

Everything that converts a grey-structure shell into a usable space. Items: flooring (vitrified, marble, granite, kota, IPS), wall tiling for kitchens and toilets, painting (POP, primer, emulsion, exterior texture), doors (frames, shutters, hardware), windows (aluminium, UPVC, MS), false ceiling, kitchen platform, dado tiles, and railings. Finishing is generally 25-35% of project cost.

4. Services (MEP)

Plumbing, electrical, fire-fighting, HVAC, lifts, and low-voltage systems. Items include: internal plumbing rough-in, sanitary fixtures, water tanks, pumps, electrical conduiting, wiring, switches, panels, DBs, exhaust fans, fire piping, sprinklers, fire alarm panel, lifts, and DG sets. Services run 15-25% depending on project type.

Inside each section, items are usually grouped by trade and ordered by sequence of execution. This makes the BOQ easy to read by the site engineer who is doing the actual work.

How to Prepare a BOQ — Step by Step

Preparing a BOQ for a building under 5,000 sqft typically takes a competent QS 4-7 working days. For a township, it can run weeks. Here is the sequence:

  1. Collect drawings. Architectural, structural, MEP — all to the same revision. Mismatched drawings produce mismatched BOQs.
  2. Quantity take-off. Measure each work item from drawings. Use Excel or a take-off tool. Group by floor and by element (column, beam, slab) for traceability.
  3. Decide specifications. Brand of cement (UltraTech / ACC / Ambuja), grade of steel, vitrified tile spec, paint brand and finish. Specifications drive rates.
  4. Source rates. Get vendor quotes for material, contractor quotes for labour-and-material rates. State PWD SOR can be used as a benchmark, but actual market rates are usually different.
  5. Build the BOQ. Item code, description, unit, quantity, rate, amount. Section breaks. Subtotals.
  6. Add allowances. Wastage allowance for steel and tiles, contingency 3-5%, GST line, escalation if the project runs more than 12 months.
  7. Internal review. Have the project manager and the architect cross-check before issuing.
  8. Issue for tender. Share with contractors with clear instructions on rates being "all inclusive" (labour, material, machinery, T&P, OH&P, GST).
