What is a Labour Attendance Register?

The Labour Attendance Register — also called the muster roll — is the daily record of every mazdoor, helper, mason, carpenter, electrician and contractor labour who reported to site. It captures in-time, out-time, half-day or full-day status, and the rate-card category. Indian construction labour is paid weekly or fortnightly against this register, so an accurate register is the difference between contractors trusting you and contractors quitting.

For RERA-registered projects and for any project that may face a labour dispute or PF/ESI inspection, the muster roll must be maintained on-site as per the Building and Other Construction Workers (BOCW) Act. A clean attendance register also unlocks accurate productivity analysis — you start to see which crews are efficient and which aren't.

When is it used?

Daily — usually filled at 9 am roll call and reconciled at 6 pm. Weekly summaries are computed every Saturday, signed by the mukadam (labour contractor) and supervisor, and used as the basis for wage payments. The register also feeds the DPR's manpower section and is filed quarterly with RERA.

How to maintain it — step by step

  1. 9 am muster. Mukadam calls names, supervisor marks P / HD / A.
  2. Lunch check. By 1 pm, anyone gone home is marked HD.
  3. 5 pm reconciliation. Final attendance closed; photo of register taken.
  4. Saturday weekly summary. Sum of P + 0.5×HD × rate = wage.
  5. Mukadam + supervisor sign the weekly summary.
  6. Pay against the signed register. Cash + photo or UPI confirmation per worker.

Common mistakes

  • Mukadam fills attendance alone. No supervisor cross-check = inflated days.
  • Half-days marked as full. Mazdoor leaves at 1 pm, register shows P. Multiplied across 30 mazdoors = ₹15-20k weekly leakage.
  • No category rates locked. Mukadam quotes mason rate for a helper. Lock the rate card.
  • No advance tracking. Forgotten advances become cash-flow gaps.
  • Filing register only once a month. Disputes can't be resolved from memory.
